WASHINGTON (CNN) -- President Bush plans Wednesday to unveil an immigration proposal that would create a Web-based job registry and a method to allow some illegal workers to keep their jobs and attain legal status, congressional and White House sources said.

The proposal is Bush's first major policy initiative of 2004 -- a critical re-election year -- and will be unveiled days before Bush travels to Mexico for a regional summit and talks with Mexican President Vicente Fox.

Immigration policy has been a source of frequent tension between the two presidents. Half of the estimated 8 million to 10 million illegal immigrants in the United States are from Mexico.

The Bush and Fox administrations together crafted the new proposal, and U.S. officials said the two presidents are determined to create a cordial and productive relationship. Bush travels to Mexico next week.

White House spokesman Scott McClellan declined to discuss details, but he did tell reporters Monday, "The president has long talked about the importance of having an immigration policy that matches willing workers with willing employers. ... It's important for America to be a welcoming society. We are a nation of immigrants, and we're better for it."

White House officials and others familiar with the proposal said it closely tracks the ideas of Sen. John McCain, Republicans in the Arizona congressional delegation, and Democratic presidential candidates.

The White House will contend that registering illegal workers is important for the economy and national security, according to the sources. But many conservative Republicans vehemently oppose any provision that would reward those who entered the United States illegally.

While I agree with the ends (getting those in this country illegally to register so we know who/where these illegal immigrants are), I disagree with rewarding those who enter illegally and are able to compete with those who enter legally. I have not read the full plan, so I cannot comment further yet (I?ll leave that up to the anti-Bush crowd), but on the surface, this looks like bad policy; granted, not as bad as the steel tariffs, but that?s a whole different issue?

This Bush plan does make some sense to me.. Months ago I argued here that we should assimilate the illegal into the economy in an organized manner.. this provides the mechanism to do this.

I favor allowing people who cheat to get work cause they obviously have more moxi than morons who play by the rules. They will also more than likely vote Republican. Like calls to like I always say.

This "Bush proposal" was made by Vicente Fox 3 years ago...... but he was too busy "fighting terrorism" to pay attention to it....

What's surprising about this? It's pretty clear that Bush doesn't really care about illegal immigrants from Mexico. I know a lot of conservatives do care but not Bush. Look how much time he spends courting the Latin vote. He's never said anything that sounds like a hard line against illegal immigration.

Although I haven't finished my coffee, I assume you are saying this: Given that Bush hasn't taken a "hard line against illegal immigration," he "doesn't really care about illegal immigrants." To care about them, he would have to take a hard line against them...am I missing something?

While this is not the perfect solution, it is better than the immigration solution we have now.

Why do they care if the peon is from Guadalajara or Tulsa? Who evers cheaper. Eventually we will revert to third world economy like we were prior to New Deal era and the third world continues to this day if this trend continues.

One long-term problem is growth, industrious society, first world comes from the bottom up. Without the large majority empowered educationally and spending good wages the economy falters and we become relgated like the third world sh1thols are.

Your "economic insight" is nothing but politically motivated fiction. Immigrants have been a huge source of cheap labor for generations, each generation building an economic base and "integrating" with society. Mexicans and other hispanic immigrants are the Irish of this century.

Depends on their skill level, I'd think. Perhaps some Scientists or Conservatives might try sneaking in .. or how about them Programers... It just depends on the who and what they bring to the party..

Talk radio has been all over this. I am totally against it and have not heard not one single reason on why this is a good thing to do for our country or laws.

one thing i dont understand is that we are fingerprinting everybody traveling legally into this country, breaking no laws, but Bush is now going to grant amesesty to 4+ million illegals, give them no screening process to root out the criminals or people carring diseases?

Totally wrong in my book.
