I can shed some partial light on that, what GWB did long ago is to issue only a semi pardon to Libby, bottom line, he can't be sent to jail.

But if Libby accepts an not yet offered full pardon, he loses the right to appeal his conviction. And as far as I know, that is the legal Limbo Libby is still in.
