I love how people twist the meaning trying to make Mrs Bush look evil (she's anything but).

She means they would have no other place to go. They can't afford a hotel, or up and rent a new place (many were in public housing and paid no rent because they couldn't afford it). What would you rather they do, throw them out on the street?

So yes, it IS working out well for them. Better than the alternative.
