Nah, I mean inside things. It says the Army might put out 200,000 jobs to civilians. It doesn't say what those include. R&D is fine. Secretaries and stuff? I don't like that idea.

This is very, very true. The CDC is a mess in many ways because of this. A contractor will bid in at a low price, do a crappy job and then demand a huge jack in fees once renegotiation time rolls around. It costs a lot to put rebid the job and is also a big interruption in whatever service they provide so we're pretty much over a barrel either way. What they need to do is some internal streamline that both provides incentives for federal employees to bust their asses and also makes it easier to show them the door if the opt to goof off. Currently neither of these things exist.
 
There's a lot of the usual ignorance in this thread.

1. To classify civil servants as "lazy" just proves your own ignorance. Civilians perform the maintenance on many of our ships, subs and aircraft. Some tech reps actually deploy on Naval ships and go overseas with aircraft squadrons to perform this maintenance. Civil servants also perform many of the support functions on military bases. In a lot cases it makes more sense for a civilian to do a lot of those jobs because of the continuity. They aren't transferring every 3 years. It has been my experience that these people are just as hard working, loyal and willing to make whatever sacrifce necessary to support the military as anyone on active duty.

2. Contractors- I have worked with good contractors and bad contractors. In some cases it makes a great deal of sense to contract work. Where I currently work we do manpower/human resource work. Since I have been trained to blow sh!t up not do manpower type work this outsourcing makes perfect sense. I am here to add the "reality" to the requirements they produce. In other cases, such as NMCI, it doersn't make as much sense and quite honestly the goverment got raped.
 
"Private sector" is not necessarily superior to "public sector".

This idea will only work if the right people (not necessarily lowest bidder) win the contracts.

Many of the bases I was on had civilians doing things like cooking and KP. It seemed to work fine and the food was great.

Hey now!!! I am a Government employee. My job wouldn't be threatened by this (Computer Engineer) but don't generalize.

I work at the Tennessee Dept. of transportation. The IT whole department is made up of contractors like myself. It amazes me to see the number of state employees at their desks, sleeping, playing games, reading the paper, etc. They've got 6 ladies here who do nothing who will soon be made "mainframe operators" even though there is no mainframe, because they are afraid to get rid of them. Most of the state employees don't get paid squat, but at least have some dedication to do some work. It may be more expensive for the state to have the IT department run by contractors, but at least it is run right and we can get rid of the slackers who do nothing but read threads on ATOT.

 
I want to work for the government, the pay sucks but I don't have to work very hard and I won't ever have to worry about getting laid off, job security and stability rock.
 
The trouble with this world is that I'm not in control and there isn't enough of me. I know everything and know exactly what needs doing. Also I am the only person who is not a lazy worthless piece of crap. I also have no false modesty and know exactly how to call a spade a spade. Truth is exactly whatever I think. Don't waste your time trying to convince me otherwise. I am also bullet proof.

Those days are long gone. The civil service people here were just told that 5 positions were being dissolved by Feb. My wife lost her job in GA because of a reduction in force.

Cuts all along. Used to be decent, but I can tell you from experiance the Treasury Department is not what it used to be. Morale is very very low. State or big city jobs are still handed out to the select. If you can get one of those, then you are much better off. I would imagine that varies from state to state

I worked as a contractor along side civil servants. We did all the work, they played cards.
 
I am on working on a project that includes active duty, civil service and contractors.
We had a discussion about what we needed to do as the deadline for our project
was fast approaching.

Know what we ended up doing? The GS-12 and I worked on the project through the weekend
and Veteran's day. The contractor refused because he wasn't going to be authorized double pay.

You want guys like this working on portions of the national defense structure?

For every lazy civil servant remark, there's a counter.


It all boils down to the person doing the job. If it's a high quality worker, be it military, civil servant, or contractor, the
job will be done well. If you want the job being performed by the lowest bidder, the contractor will always win.
