WASHINGTON ? In its second high-profile turnabout of the week, the Bush administration agreed yesterday to give the independent commission investigating the Sept. 11 attacks full access to the papers of former President Clinton.

The decision came after commission officials pressed the White House to turn over thousands of pages of documents that had been shipped from the former president's archives for review by the commission.

The White House received 11,000 pages of Clinton documents, but turned over less than 25 percent of them to the commission despite repeated requests for all of them, according to commission officials and a top aide to the former president.

The decision to release all the Clinton papers came two days after President Bush announced that White House national-security adviser Condoleezza Rice would testify publicly before the commission.

I think he's trying to create the impression of transparency, by first denying and then later allowing documents to be released. Interesting. I'm sure it's a Cheney idea. Bush could never be so...nuanced.

GWB et al are behaving more and more like Nixon did during the Watergate investigations. I seriously can not imagine that Bush has anything to hide about what happened before the attacks.

From the Times article:

"The White House held the documents for more than six weeks, apparently without notifying the commission, and might have kept them indefinitely if Bruce Lindsey, the general counsel of Mr. Clinton's presidential foundation, had not publicly complained this week. Yesterday the commission said the White House had agreed to allow its lawyers to review the withheld documents, but without guaranteeing any would be released.

This latest distressing episode followed the White House's pattern of resisting the commission in private and then, once the dispute becomes public, reluctantly giving up the minimum amount of ground.

Last year the Pentagon, the Justice Department and other agencies stonewalled the commission's requests for documents until its chairman, Thomas Kean, the former Republican governor of New Jersey, complained publicly." :disgust:
