I just need a second VIDEO_TS.IFO file for disk 2, and I can get the second half onto disk two.

If you don't plan on keeping the menu, use DVD Shrink to split the movie into 2 parts, then burn them onto 2 DVDs. Set DVD size in DVD Shrink t o 4480MB.

DVD Decrypter + DVD Shrink.

Actually, just DVD decrypter should work. You shouldn't have to compress it at all.
