The local bums all wear construction worker vests as they parade down the backed up cars at the busy intersections with their 5 gallon buckets half-fulled with change (probably make at least $100 a day).

Where do they get these vests? Does the city distribute them? I think it tricks some people into giving them money because at first glance they dont look like your typical hobo with a construction vest on, it almost looks like a fundraiser...until you see them everyday for the entire year.
