Depends. If it is to slam on someone who posted months ago, yes. However, some dead threads are ok to bump, such as Movie threads. I usually don't see Movies in Theatres, so when I finally see it on DVD an old thread seems appropriate.
 
I'm not personally offended by it like some people seem to be... what is annoying is when a question has already been answered multiple times 3 months ago and someone feels the need to answer it again and pump it to the front page.
