Bumper Damage

So my friend/housemate decided to move my car on his own so that I can leave in the morning without being blocked. I was asleep and they decided to do this at 3 am. To make a long story short, he ended up backing into a light pole with my car........... 🙁 Now, there isn't much noticeable paint damage (It started to crack and there are light scuffs), but my bumper is now WAY OUT of alignment. How much is it approx. to get the bumper touched up as opposed to repainting the whole thing. Should I just have him remount it for me only or have it remounted and repainted? I think he owes me a new bumper.

How much does it cost to touch up a bumper. I know replacing one costs upwards to 400 bucks.

Like I said, not a lot of paint cracked off. It is more of a spiderweb effect (paint is cracked UNDER CLEAR COAT). There is some rubbing of the paint so it's all scratched up. I was wondering how much it would cost to have a place sand that area down, primer, paint, clear coat as opposed to repainting the whole thing.

I was just curious to how much debt I am going to be putting my friend in. Plus, too busy to call aroudn to find quotes.
