First thing, you need to post full system specs - motherboard, CPU/cooling solution, memory, power supply, case, the works. Please include the actual model numbers of the parts.

I would venture to bet it's either a shitty powersupply, or you installed the motherboard and are shorting out on an extra standoff.

Make sure the CPU fan is connected properly AND to the proper (usually named CPU1) port. Check if CPU power is connected (4 or 8 pin). Check if PCIe power is connected. Reseat the 24 pin mobo connector. Check if the CPU heatsink is sitting properly on the CPU.

Reseat everything. Pull non-essential cables / hardware and retry (that is, non-essential to make it boot up: RAM, power, one video. If it has on-board video try that instead of a discrete video card, pull HDDs/SSDs and optical drives, sound card, added network card etc.)

3 guesses based on the information:

1. You have a short somewhere
2. One of the power cables in not connected (CPU or video card)
3. Your CPU is not supported by the BIOS on your motherboard
