What kind of power supply do you have? Normally, when this happens to me, I take the mobo out, place it on something non-conducting, and just attach: CPU, COOLER, ONE RAM MODULE AND VIDEO CARD. Plug in the main power supply connector, the 12V square CPU connector and quickly short the POWER SWTCH connector with a screwdriver or something. See if it POSTS under those conditions.
Well, it doesn't post with a different power supply. I had just the CPU + cooler and RAM installed only, still inside the case.
Here's an interesting thing. I'm not sure if this is an intel only thing, but the motherboard bus, to and from both bridges, has exposed wire. They are all similar length. I've never seen that before.
well, it doesn't beep, doesn't display any picture. It does nothing except power the fans. All I'm trying to do right now is get it to tell me something is wrong - give me some kind of beep.
I never realized that an Intel would be such a pain in the ass. I've built about 10 computers previously, all AMD, without these issues.
I've got a different mobo the mobo, but still no post. At least it soft powers off. I've tested the the video card on another computer and it's fine. I've tested the mobo with another PSU and it still doesn't post. I'm gonna check and see if the CPU is seated incorrectly. I wonder if it's possible that I may have damaged the board by using too much force locking the HSF.
I've done that and it still doesn't work. My other computer's MSI mobo doesn't beep and this leads me to dismiss that the mobo not beeping means something.
But this then only leaves the CPU at fault. I tried taking out the CPU from the mobo and hoping for a beep, well, it wasn't connected to the speaker. But it didn't post either way, but would it have posted?
I think I'm done with PC's. It's not worth paying so much & spending 1 month of troubleshooting for a few games. I'm gonna get my money back, while I can.

Got a voltmeter? You could check the power supply with that and eliminate it. If you don't have a voltmeter you will have to get someone else's power supply to test with. All other components will have to be tested by replacing them with similar parts, so I suggest you get a friend to bring their box round and try their RAM, CPU, mobo, until it works. Do the PSU first though so you know it's good - you wouldn't want to break your freind's components with your (possibly) faulty PSU.
Turns out that neither of the mobos I bought was Pentium D compatable. I'm gonna buy one that is and hope that it works this time.
I've never watched for this and figured it was mostly marketing. Plus, if a mobo wasn't compatable, a bios update would fix it. But I just thought about it now that it raises the issue of how I'm gonna update it. From now on, I'm making sure that, whatever mobo I buy in the future, it's compatable.
It's alive! Got this new mobo from A-bit, nice mobo btw, the AW8. And it works. There was a checksum error, but right now I don't have time to see what it is. I haven't configured anything yet, so maybe it's that.
Last time it happened to me the motherboard was shorted out on one of those offset pins that hold the board to the case. Have you got all the jumpers set right?
