Building Problem- Expert advice Needed

I just got a SOYO (SY-K7U plus) motherboard and a AMD 1800+ CPU with 256 PC2100 Crucial RAM
I tried intalling those along with my Video Card ( Radeon 64) and booting up my system.
The system boots up and as soon as it takes of, it shuts down about 4-5seconds later.
Nothing gets on the screen, it shuts down too fast. I am not being able to figure out what the problem is.
I tried pluging in my older Tbird 1.2 ghz cpu in the to see if the cpu was the problem but it isnt it still does the same thing, takes off and just as the HDD is about to start it shuts down.. I'm clueless. I also tried a different Power supply and still the same happens.
If you have any idea why this might be happening let me know. I'm pretty sure it's got to do with the mobo settign or something... Let me know if you can help.

I'm not an expert, but you may want to try plugging in your speakers (or sound card and speakers) to see if there are any beep codes during bootup.

Also, try running it without the HD - you should be able to post to BIOS without it.

Last guess: If your mobo was shorted, I don't know why you could boot for even 4-5 seconds, but you may want to check all loose wires, re-inspect the standoffs, etc. to make sure nothing is shorting out. It could be that there is a short in the line to your HD, and that it shorts when it attempts to power this up.

In my computer and those I've looked at, there is an internal speaker that makes the "beeps"... nothing to do with external speakers.

Were both the power supplies you tried at least 300 watts? If they are less, then I'd say there is the culprit. Random shutdowns like that happen if the power supply is not enough... also, if you are overclocking too high.

If you are OC'ing, don't. Get the system stable first.

I'd suggest underclocking your system to reduce power consumption, or try putting in an older videocard that's less power hungry, then see if you're system can run stably.

I did use a heatsink and fan
I also tried another Power supply didnt help. Both say they are 300W but I'm not 100% sure about that. I am NOT overclocking, everything's default.
I took out the mobo to make sure there's no short anywhere didnt help, I tried different video card and ram that didnt help.
I tried almost everything.
I am not having problems with another mobo/Chip in the same case. but this Soyo board with this Athlon 1800+ is not working.
turns on for 3 seconds, then there's a long continuous beep for about 5 seconds and it shuts down.
All parts are brand new and they all seem healthy to me. There must be a conflict but I dont see how, or with what..
I took everythign out even the HDDs at one point and it still does it.

Are you seeing any writing on the screen at all? I believe that mobo may have that long continuous beep if the videocard isn't seated deeply enough. But that still wouldn't explain why your computer shuts down.
It may well be that the mobo is defective.

Sounds like you may have your case power and reset wires switched or backwards. Check your connections at the motherboard header.
