Building new gaming pc

I'm building a new gaming pc and want to run games like crysis 3 on max setting with an average fps of around 30. My budget is kind of tight and I can spend $1000 but if I need to I can go up to $1100 I want to buy a new monitor and a cheap keyboard mouse combo. I can reuse my old monitor but it isn't 1080p and my keyboard isn't the best but I have a mouse if that saves any money I could reuse it. Anyways I need help choosing parts for the build. I want a good pc that will last a few years and would like a case with filters if possible. I would prefer amd over intel because I want to save some money right now and upgrade my old intel pc later on. I would also prefer a msi video card preferably a r9 270x, 280 or equivalent but if you find a better deal on something else it's up to you. Could someone help me come up with anything just under or around the $1000 point with all the things listed above. Make sure the items are avalible at NCIX since I have to buy from them and prices must e Canadian which isn't to far off from American prices. I probably won't be able to upgrade this pc for a while so try to keep it as low as possible. If you know a custom pc manufacturer that makes good pcs for low prices please tell me which one. P.s this is my second build and I need a new one fast because I have to share my first on with my brother till he gets a new video card for his pc (his video card was doa).

Why do you have to buy from NCIX specifically as opposed to other Canadian retailers?
