The quietest and coolest running, best bang for buck HD you can get is the samsung t166 500gb spinpoint. Only some 750gb or 1000gb HD's are quieter, but are also really expensive. Pretty much everything else has been said though. I've got a somewhat similar setup, with a p182, and I'm very happy about how quiet it is. Last night I actually wondered if the PC was running, sleeping about 5 feet away, and I had to turn my head to check for the blinking blue led, hehe.

Personally, I believe the only way to make the quietest PC is to do mods to the following:
1. Case - paint the inside with sound dampening paint and if possible insulate the two large sides with thin rigid foam.
2. Use sound mounts or rubber mounts for all peripherals including case fans.
3. All case fans must ran on reduced voltage of 7 volts (using both the 5V red wire and 12V yellow line)
4. Use a heat pipe design for the CPU HSF with a low RPM at least 80 mm fan.
5. Use rubber feet for the case.
6. and finally use low noise KB.

And don't forget the ear phones for the sound!

or run a fully passive system. it's been done.

They provide air flow that washes across the other MB components that need cooling too.
The tower type HS may suck the heat up off the CPU, but do little for the surrounding components.

Zalman makes good heatsinks that blow down.
Thermalright has very good quality heatsinks that blow down.
I guess even ThermalTake can get you there also.

I got a Big Typhoon...what would be a nice, quiet fan replacement for it?

The tuniq tower is the next best performer and can be very quiet with a simple fan replacement.

Recommendations, please?

Buy a Dell. Add a video card with passive cooling. That will give you a very quiet PC.

I'll deal with a little bit of noise before i'd buy a Dell. :)

Don't get the sparkle passive 8800GT... It gets hot enough to cook eggs. Get a cheaper one and strap the accelero S1 on it. Or buy the ECS version that has it pre-installed. Get 4GB of RAM. Other than that, it looks good. If you want uber-quiet fans, get the scythe S-Flex at newegg.

Try the Thermaltake V1. Dropped my load temp from 58 C to 42 C during Oblivion.
