Seagate Barracuda, especially the 3TB, from reports, are problematic. That's one reason why they're cheap.

Also, $1390 budget, and no SSD? For shame! You can get a 240GB Sandisk SSD PLUS (not the fastest performer, but should be reliable) at BestBuy for $79.99 + tax/ship, if you're quick about it. Don't go with any smaller SSDs, they're not worth it. (Both from a price/GB, and performance, perspective.)

Are you in the USA? That price for the 4770K is about what I'd expect to pay for a 4790K.

You've got 28 dollars to go on your budget that could go toward an SSD or a better power supply. I'd be tempted to go to a 4690K if necessary to put more budget toward those 2 items. I don't know how exactly how much you'd need hyperthreading. Will you be rendering 2 hours a day, 2 hours a week, or 2 hours a month?

I like the idea of going to a 4690k for $240, a 2 GB storage drive, and using the extra cash for a nice SSD.

Once college starts I should be rendering most days of the week

Sandisk makes some of the best SSDs. Crucials are also very good, almost as fast, and carry a better price.
