Building a home -- Lighting question

My Mom had on house that was a split level, kind of . The door had a step down to the basement and garage and a step up to the rest of the house. The basement had a room with a gas fireplace and recessed lights with a dimmer. It was a nice room because it was like a second living room and you could park the car and then just walk into that room. However, in wet areas I would be wary of a basement. I cant see using recessed lighting in the whole house like the bedrooms. I saw one house where they put guttering up near the top of the wall and put flourescent tubes in that. Kind of like upscale white trash ghetto. It did not actually look that odd.
