budget cpu for rendering


You might be better off getting the best NVidia GPU you can get. Dollar for dollar, an NVidia GPU is going to be much faster than CPU rendering (a $1000 Titan X is going to be faster than a $1500 Core i7 6950X).
 
If you are using Cycles and you find GPU rendering to be suitable, then CPU choice may not matter much. Something cheap like an 8320e might fight the bill. Prices on AM3+ should drop rapidly in the next month.

In that case you will need to tell us more information than you have minimally provided.

1) What else exactly are you going to be doing with this machine?
2) What is the current machine that you are using Blender with?
3) What is the exact amount your are willing to spend?
4) How soon do you need this computer?
5) Do you want all new parts or are you fine with used parts?

Okay, I am uncertain how well Blender will be able to break the render job down into chunks that could or would fit into VRAM on GPU rendering, though obviously it is appropriate to be concerned about VRAM size restrictions.

The largest about of VRAM available on an Nvidia card that I can find on short notice is 24 GB:

and that is well outside your listed budget.

Honestly, I do not think you would do much better than to get the system linked above by WhoBeThePlaya (2 x Xeon for 16c/32t). That would be a lot of CPU rendering power, and you would have no issues with RAM running 128 GB. It still might be slower than some GPU rendering on smaller scenes, but for anything pushing 30 GB I think you would be better off focusing on CPU rendering.

Maybe you could pick up a 1080 or Titan or something for smaller scenes later?
 
Blender can do network rendering as well, so maybe getting a cluster of computers would be the way to go. Get two or three of those dual Xeon machines for about $1500 total. Add your current machine to the cluster when rendering. If you have any money left over, get the best NVidia card you can buy.

I can vouch for this (look at my signature). It's a serious amount of processing power for very little cost.

There are a few caveats with the motherboard however: it doesn't have an onboard sound processor so you'll have to buy a discrete sound card (or maybe a USB one), and it doesn't have onboard support for USB 3.0.
