Ended up going with a full sized board, those smaller boards are nothing but trouble. Only decent IGP out there is 780G, and everyone used 4 phase power for the CPU on those boards causing them to explode when you put in a high end CPU.
Except gigabyte and a few others, but those are SEVERELY lacking...

Anyways AMD is too slow, I ended up getting him an E8400 for 180$. 90$ more ain't gonna break the bank, and he could use the extra speed. Also I will not OC it... I will keep it with the original cooler, because it needs to be shipped from TX to Colorado, he might take it with him as hand luggage, and a huge, heavy, aircooler might damage the mobo or fall and damage everything else.

Thank you everyone for you help.

X2 4600+ Windsor 2.4GHz 65W: $56
If your bro is just surfin' around this will work fine ...

GIGABYTE GA-MA74GM-S2 AM2+ AMD 740G mATX: $67
There is a Biostar 740g with 4×dimm slots for the same price. For HDMI see the -s2H for $10 more. The 740g is a tick up from the 690g and has the sb700.

If you want the IGP HD hatdware acceleration of the 780g I'd be very tempted to go with the ECS A780GM-A AM2+/AM2 AMD 780G HDMI ATX for $67 after rebate. ECS has been good to me since the XPm sA's you could overclock like a champ.

edit: I guess $111 is not > e8400 - lol
