Buddy icons with AIM

I was trying to make my own buddy icon but am having trouble. I have a picture that is in *.gif format and AIM lets me select it as my buddy icon but i won't appear when I talk to other people. Any ideas?
 
it has to be 48x48 pixels (from my trillian's aim info)
i think it can be any format ... but gif is popular
