Right click My Computer-> choose "properties -> choose the "performance tab -> click on "Virtual Memory" -> click the radio button "Let me specify.." and adjust to the settings you want, restart and pray.

GB: why do you want to specify your swap file? just curious. that i know of windows is decent when doing this automatically.

Setting the max and the min to the same amount prevents the file from constantly resizing. supposed to improve performance.
