BSoD: DRIVER_IRQL_NOT_LESS_OR_EQUAL

Last night I finally put together my new system, and it went pretty smoothly. First noticed problem was that plugging in a usb keyboard caused the system to freeze up, but kept going. Installed windows onto the scsi, tried installing software for m DSL modem, didn't work, tried restarting again and then I wasn't able to get into windows at all. Since then it has been a struggle constantly running into blue screens with plugging things in, leaving things out, reformating, etc etc but I don't seem to be getting anywhere. At one point I removed one of the memory sticks and I was able to boot up windows again, but after trying to install a couple drivers I can't get in again, though I could in Safe Mode. I tried reformatting again, through the recovery console this time, but now when the setup for windows starts I get the blue screen of death, and this time the message stuck and I found it to say "DRIVER_IRQL_NOT_LESS_OR_EQUAL"

Other than just plain not working, when I was able to use windows it still didn't recognize any usb devices. Also, I was not getting any sound, which makes me wonder if there is a problem with the pci slots since it seems like something may be wrong with the scsi card. I've been trying a ton of things and nothing seems to be working, so please let me know if you have any tips. 1st. You're not overclocking are you? If so, don't--at least until you fix the problem.
2nd. Are you sure that the memory is good -- search for Memtest -- it comes up in lots of posts and run that.
3rd. You say that you don't hear any sound -- are the drivers for the sound card ones that you haven't been able to load? (stupid, I know, but sometimes it's amazing what you can overlook).
4th. Is this Windows XP with SP2? And have you gotten the requisite patches before connecting to the internet?
5th. You say that you think that the SCSI card might be bad. Any reason why you say this?

Just a few things. Other people who know will tell you more later :)

try booting without the sound card.

also, type in you error message into a google search.
