Browser Windows automatically Maximize??!!!?!?!

I am running Windows XP with an ATI Radeon 8500 video card. I do not know if it is XP, or my ATI Hydravision software that does it, but everytime I open a broser window from within another browser window, (like when clicking on a link), it automatically maximizes itself--even when it should be a smaller window--like with pop-up ads. I know that some pop-ups automatically maximize themselves, but that is not it. ANY window that pops up is maximized--and it drives me insane!!!!

not sure how XP would do this (excluding a bug)...but I would check that ATI software....that may be an option in there to have it automatically maximise IE windows or something.
