if you're talking about professional/formal wear than brown shoes and black pants = no. But for casual, it is ok and can be fashionable if done right.

Dark brown pants with black shoes is okay.

But black pants with brown shoes is a no-no. If it doesn't stand out too much or at all, black is acceptable as accessories to the main clothing. But dark brown as an accessory to black looks tacky. I have very metrosexual friends. 😛
