Broken Fixed Aspect Ratio scaling

I can't get fixed aspect ratio to work for the life of me, the monitor just keeps stretching the whole image, what's worse it works perfectly in XP. I've tried 163.69, 169.25 and 174.70 and they none have fixed this problem it's getting pretty annoying (running old games and emulators is pretty much out of the question). Also annoying is not even no scaling works... I choose a res like 800x600 and it's a small frame centered but it's still stretched for some frigging odd reason, also the same res on fixed aspect ratio gets small black bars on top. Monitor scaling just fills the whole screen with any res. This leads to me think that for some bizarre reason the driver is treating 4:3 resolutions like 16:10 resolutions and therefore not fixing the aspect ration and showing the image stretched when 1:1 scaling is chosen.

Any ideas? My monitor is an LG L203WT don't know if that matters but it's driving me crazy, and I thought Vista drivers had finally caught up to XP.

I've looked all over the internet but found few solutions and none worked, some dealed with custom timings (which are only available on 174.70 and didn't really seem to deal with my issue) and others involved stuff like changing the mode while on a non-native resolution or unplugging the monitor and letting the card re-detect it, they didn't work.

I'll take anything right now, I'm just so goddamn fed up with issues that appear as if from nowhere.

Ask yourself do you really need Vista ?

Just go back to XP, i know its a pain in the arse having to format and reinstall and piss about.

How about Dual booting and having XP for your older games and Emulaters and having DX10 games for Vista ?

im only suggesting because you know what Nvidia are like and DAAMIT are no better they just took 4 years to get the scaling working in XP .........lol.
