broadband upstream/downstream c(r)ap ?

To all network specialist ...

I know that 99.99% of DSL/broadband company put a upstream/downstream cap

and upstream seems to be a less than downstream?

how do they do that ?

is the cap done in the end-user equipment like dsl/cable modem or their equipment ?

I heard that there is someway to remove cap but turn out NOT very effective..

just curious...

any decent router lets you set up certain filters and rate limits.... this would let them do this in their equipment.
