Brightness in programs

For some reason, my brightness settings can't stay with my settings in many programs. For example, Knight of Republic 2 and GTA San Andreas, I set my brightness to my liking. After I quit and go back to the game, the brightness will return to default but the brightness tab in the setting was the way I set it, once I do any changes to the brightness tab, then the brightness will go back to normal.

Anyone know what kind of problem I got?

Well, GTA:SA if a bugfest. dont know about kotor2.
