I've seen it used outside the context of population growth, almost as a generic to slam heteros. Then again, maybe I just assumed that's what they were slamming and misunderstood the whole thing.

I've heard it mostly in reference to poor people who have a few kids (even if less than 3), because the assumption is that the taxpayers will pay for the kids.
In any event, I don't think highly of people who use it as an insult. I think it's dehumanizing.
I've never thought of them as that; I do know someone near where I live though - damn near every 9 months, there was another sign on the door, "IT'S A BOY!" I don't know how many kids they've got exactly. 6, possibly more. They had to build an addition onto the house for them. I read a story from a San Fran columnist about this a couple of years ago. Supposedly, some people there refer to women with two or more children as "Breeders".

It actually has more to do with the fact that smarter people only have the number of kids they can or choose to afford while stupid or lower class people just have sex with reckless abandon even though they keep popping out kids they cannot afford to raise.
