If the person crashes into the roadblock and injuires themselves they will sue the police/chp for a lot of money. The reason why chases go on for so long is that they have to weigh the different options so to not get sued by the person trying to get away and innocent people. They had a CHP officer who sounded kinda outa it earlier, but he was saying they have to weigh if they can do it or not. Earlier she was in downtown, so they couldn't do it. Now she's on PCH, but she's driving really casually / semi safely so they don't wanna risk agitating her/forcing her to drive erratically. They might just wait for her to run outa gas or get bored... or drive wildly and force the police to act.
