Brazil has announced it will begin enriching uranium officially

Well enriched uranium doesn't automatically mean a bomb, but they (like everyone else) are considering nuclear weapons as a deterrent. It's the only way to defend themselves from superior conventional force. Pretty much everyone wants to have a poison pill.

First, this is not to make nuclear weapons, and we shutted down our nuclear program 15 years ago.

But I really think we should have some nukes, because maybe some moron president decides our people need to be "liberated".

I am willing to bet that it really is for domestic reactor consumption.

I don't think Brasil has any serious regional issues that would make them want to aquire weapons and break the NPT.

it's not just brazil, it's a proliferation problem. there are terrorists/guerillas in many of the countries surrounding brazil that could do major harm if they got their hands on this stuff.
