Brand new comp w/ Flaky video, sound, tv...

Hey guys,

I just bought an:

AMD Athlon 64, 3500+
Asus A8V Deluxe motherboard
ATI radeon 9800se
1gig paired ram

So I put it together, and tried to watch tv on my TV tuner card and after 3 seconds it gets very choppy, and CPU usage goes spiky around 60% like a richter scale
Then I tried various video games, only game it doesnt get choppy on is UT
It also craps out when playing music (MP3)...
But when i play movies from my DVD drive, video is fine

Ive tried my Video card on someone elses computer, and works fine.
I tried his card in my computer and it too is choppy.
Ran it with out sound card, still choppy video...
All bios settings are at default
All drivers are current
Brand new, everything under warranty

Any suggestions?
... im thinking processer maybe?

do you have cool and quiet on? Your CPU could be only running at 800 MHz. If so, turn it off.

download this if you want to tell your CPU speed, RAM timings, etc.
 
try turning it off in the BIOS. That has to be the problem. Then, check the program in my last post and tell us what your CPU speed is. If that isn't it, I don't know what it could be.
 
I installed all the latest drivers... Cool and quiet is diabled in the bios.
CPU running at 2.200 ghz +
My ram is running at the timmings its listed for they are two dimms of Kingston DDR 3200
 
In what order did you install your drivers and OS service packs? You should go SP2 for WinXP first (which also gets you DirectX 9.0C), motherboard drivers second (VIA 4-in-1's in your case) and the video, audio and device drivers last.
