Brain development is a social thing. Last I checked sex is an interaction between two people so there are plenty of social elements.
The OP says at age 4, so a lot of socialization has already happened at that point, so maybe it would work, they would already know another human when they saw one, so maybe they would. If it was at birth and you assumed they magically were able to survive, I would say definitely not.
