Bootup from CD-Rom Help

I'm trying to do a fresh OS install onto my desktop but I'm having problems getting the computer to boot from the CD-RW or DVD with a bootable disc in it (verified the disc will boot by doing a clean install on my laptop). I get a boot.ini error everytime I boot up and I think the problem is caused by my CDRW being the C:, DVD is D:, and my primary drive is E:, secondary drive is G:. Even when I select only CDROM for the bootup it goes into Windows after asking to press any key to boot from CDRom. Anyone have advice how to get this computer to boot from the CDRom so I can fix this?
