Booting up Athlon 1Ghz for the first time Need help?

I am in the process of building a Athlon 1Ghz computer and have come to the stage of booting it up for the first time. I have a M7MIA Biostar mother board I have connected the hard disk,floppy, DVD and Video card(Matrox millennium G450) to the mother board.300W power supply. Have gone through all the manuals. When I turn on the power, the monitor is not reading the machine. The monitor displays this message ? TEST ,Monitor is working, check video cable and PC ? I have checked the connections of the video card but still it doesn?t read .Please advice me what I can do?

Wow, recently I saw people have this problem. What is going on? Anyway, not to be thread crapping, there is a person with similar problem on Motherboard forum. You might want to look into it. Thread Good luck to you. 🙂 And welcome to Anandtech's forum.
 
Are the drives getting power?
Usually you can hear them start up.
Some of these boards have a special plug for the processor fan.
If a fan isn't plugged into it, the board won't start.

The processor fan is working when I switch it on and also there is a red light that turns on inside the mother board. I have found two more video cards from office let me try them and see if they work. Another problem I have is with my on off switch. I can switch it on but it wont switch off. I have checked the front panel connections on the motherboard an they are correct.

You need to hold the button down to turn it off. 4 seconds or more.

It the 1 GHz a 200 or 266 FSB? The M7MIA is set to 266 FSB by DEFAULT. Your 1 GHz may not post at that.
