Booting Problem: CPU or RAM related?

My dormmate's computer just stopped working. First off it is an EMachine with a Cyrix MII 300 and 32MB Ram. When you turn it on it displays the EMachine splash screen and stops. My guess is either a dead cpu or stick of ram. I can't listen to the beeps to determine the problem because it has no pc-speaker. I reseated the CPU and RAM which produced no different results. Any guesses?

Well, reseat the CPU and video card (unless it's built in). If it is then try to borrow a video card.
Can you get imto the Bios?
Does it come with a "Restore" CD-Rom?
A bad CPU should not give you any video display at all.
Can you boot to dos, floppy, or "safe mode"?
 
call e-machines, their tech support is ok since theres a lot of weird things about them. i called before and found out how their CD-ROM works even the puter is off since its special and acts as an stand alone cd player.
