bootdisk on CD

hey!

I want to create a boot disk like most people use from a floppy, but I don't have a floppy drive. I would like to do this because I want to do a format /u and some other things that are only do-able through command prompt. so basically, how do I create a boot disk with format and scandisk and all that on a CD?

I opened up the disk in nero under create bootable CD, what files do I put on there and where do I get them?
