Boot up says im overclocking but im not!!!! WTF!!!

When i boot up i get a message that says "Overclocking failed, press f2 to load defaults and continue"

I dont know why?

Is there a program that will let me monitor my hardware?

well, that message is very characteristic of that board, and the a8v deluxe, and other similar boards. first of all, make sure in the "overclocking" section in the bios it is set to normal, or standard, not auto or manual. next, download memtest86 and test your memory. that is most likely the cause of the problem. make sure your memory is on the list of supported sticks for the board. there is a list in the manual, and you can probably find it online.
