Boot Problem

I'm having troubles getting my system to boot after powering down. I RMA'd my unit back to Shuttle and it came back with a clean bill of health, so they say. Today I reinstalled everything and still can't boot after powering down. I turn it on and the fans power up and it just sits there. After clearing the CMOS and rebooting my system runs fine. Can even do soft reboots. Power down and forget about it. I also RMA'd my cpu and using the new one, so I can rule out the shuttle unit and the cpu. Any thoughts on what to do next? Below is my configuration...

Configuration:
Shuttle SB95Pv2
DDR2 Corsair ValueSelect 2x512mb
AOpen nVIDIA GeForce 6200 TurboCache Video Card, 64MB DDR (Up to 256MB Shared),
64-Bit, DVI/TV-Out, PCI-Express, Model "GF6200TC DV64"
NEC 3520A DVD+/-RW
Seagate 200gb ST7200 8M SATA w/NCQ
Seagate 200gb ST7200 8M SATA w/NCQ
Windows XP Pro SP2

I tried again scaling back to 1 HD (no RAID or NCQ) this time with no success. Below are the steps taken. Let me know if you guys see something missing or not quite right.

Turn on system, went into BIOS set DDR to non-ECC and set HD delay to 10 sec

Booted Win XP Pro CD

Formatted 1 Seagate Barracuda 200gb HD using NTFS

Installed Windows XP Pro SP2

Installed Shuttle supplied software
1. Intel Chipset Driver
2. Intel Ultra ATA Driver - na
3. Broadcom Giga LAN Driver
4. Broadcom BACS
5. Intel USB 2.0 - nothing to do, just a readme file
6. Intel High Definition Bus
7. Intel High Definition Audio Driver
8. Intel DirectX9 Utility

Installed supplied Video Card drivers

Some BIOS settings:
Delay for HDD: 10 sec
DRAM Data Integrity Mode: Non-ECC
SATA Mode: IDE
On-Chip Serial ATA: Enhanced Mode

HD Device Driver used:
Microsoft, 7/1/2001
Version: 5.1.2535.0

Between installs of the OS and the various drivers, the system rebooted just fine and Windows ran like a champ. After everything was completed I attemped to power down and reboot. The system powers on but no POST or OS.

Any suggestions or ideas...
