GTAIV was really struggling on my PC, I have a OC'd athlon 5000 64 x2 to 3.02 ghz.

2 G ram and a ATI 4850.

I was constantly getting low FPS, in the 20s.

I did the following changes to Windows and I had a HUGE increase in performance.

1. Reverted to windows classic with no "graphics/animations"
2. Closed all background processes not necessary for computer operation
3. Defragged hard drive
4. Ran adware programs
5. cleaned up registry

Most signficant i'm sure is closing all background processes.

I'm now in the high 30's and I'm getting to use much more eye candy effects on medium, etc.

Yeah, GTA4 uses a ton of CPU power. Considering you have a relatively weak dual core CPU, anything else that's making noticeable use of your CPU in the background will badly hurt your framerates in GTA4.

More likely, he didn't have enough ram. GTA4 needs at least 3GB of ram (or vastly lowered view distance) to run well, so closing out all the memory hogging processes and window graphics probably freed up a bunch.

These are not "OS fixes", these are "tweaks".

GTA4 runs best with quad core.
