No, it is a measure of weight vs height. If it measured "fatness", it would make you input your BF%. Or at least ask for your waist size, which while I know that is not a reliable indicator of your BF%, it couldnt make the BMI any more inaccurate.
Honestly, if they wanted people to understand whether they are fat or not, give a frigging mirror. Add pictures for reference if needed.

Which is why BF% is better than BMI. With BMI there is a perfectly true loophole: if you have a decent amount of muscle, BMI is going to label you as fatter than you are. Whereas with BF%, you can find out how fat you are and how much lean mass you have.
