for some reason while watching I see blurred images in a tv , people have shadows under their faces. I am uploading the photos from the tv on this link. I can't seem to find any settings in my tv to get the image to the original . Flickr
Yikes. Your RGB convergence is way off. Is that a rear projection TV? If so, what brand and model? How long have you had it? CRT? DLP? LCOS? Has it ever been dropped or knocked over?
Looking at the foo'd geometry of the green it probably needs servicing to correct those defects. Something is seriously out of alignment.
the tv is toshiba 42H82 its a rear projection tv. I only had it for 5 years, and its out of extended warranty.
Any idea how much it will cost to repair it or I am better off getting a new one.

~300 dollars, check around though, they say it is an easy repair, but IDK first-hand.
If it is an HD CRT I would get it fixed, coupled with an optics cleaning it will be good as brand new. (optics is cleaning lens tops, mirror, and CRT faces, lens tops you can do in ~10 minutes and restore the picture to like new condition)
Should be that much if you are willing to do it yourself. Once you replace it though you are going to have to go into your TV's service settings and redo the convergence. It's a time consuming process.
First thing you need to do is locate the service manual for that TV. You might check over at AVS Forum and someone may be able to point you in the right direction for the manual.
