bluetooth not working

currently im running vista home premium. i have purchased a bluetooth dongle but it refuses to work and i cant find the problem.
"bluetooth stack for windows by toshiba" came preinstalled on my laptop but i am pretty sure this isnt working.
When i plug in the dongle a window usually pops up telling me it is installing drivers for the bluetooth, but once its is finished it still wont work!

Install the driver manually from the control panel. Ensure your bluetooth device is not using the generic bluetooth device which windows offers although it states device is working properly. Good luck!
