Bluetooth networking everywhere

Here's the lowdown:

I have a Bluetooth-enabled Palm device that I want to transfer data to/from the internet and computers (pretty standard). I have a USB bluetooth adapter and a USB Thumb drive - what I want to do is to plug in the thumb-drive and the bluetooth adapter into (basically) any computer that I would encounter (at work, at home, at school, Bob's house down the street, etc..) and be able to access the internet.

I think this would just involve putting the 'correct' software onto the thumb-drive, and running in on the host computer. Does anybody know of any software that is able to do this (basically just for WinXP - OS X has built-in bluetooth support, and I'll figure out linux on my own.. .most of the computers I would encounter outside of home would be win machines, anyways).
