Cernax.com is well-reviewed on Anandtech, and webhostingtalk has some strong reviews on site5.com, which is what I'll most likely be going with if Telnap doesn't look appealing anymore after their revamp.

Telnap is back up and running. I lost my service for a day and then all was back to normal.

The email sent out 11/12 seems to indicate there are more troubles with Telnap than a simple service outage, since it was said in there that "Telnap has suffered a noticeable decline in service quality". While I applaud the fact they are coming out and saying that something is wrong while attempting to fix it, it also means that when coupled with my bad experience with them (though DeviousTrap personally apologized), I can't recommend them until I see what changes are made.
