I thought that the HDTV tuner had some of the buggiest and hardest to install drivers. Am I right?

Use something like that Driver Cleaner (thing...) to totally get rid of old drivers, then try install? I'm not really sure what to do.

Try avsforum site where it has thousands of comments about this buggiest tuner in the world. I still have mine running in mce2005 window and I barely use it at all.
Tip: You will need an analog tuner installed to kick start the not too Wonder tuner.
Tech support...You're kidding right? Do not waste your time they know squatt about their product let alone your problem.
try my tip then avsforum then repost here. Good luck

What version of windows, what version of drivers. Have you though maybe it could be a IRQ problem but that generally occurs when the device is plugged in.
