Blown Mobo?

OK I bought a fanbus a few weeks ago and plugged it into one of my 4 pin connectors. I plugged all my fans into it and fired it up. The fans spun up for a second and then it died. After trying and trying to turn it on. I finally cleared CMOS and the fans spun up and nothing else seemed to work. One of the fans shorted out I could smell smoke, probably a cross wire on my part. Anyway, all that happens now is the HDDs seek for a few seconds, the fans spin, and jack crap else happens. I've tested almost everything on my friend's computer and it all seems to work (including processor, HDD, RAM, Vid Card). Going to retest PS now. BTW there is no visible signs of damage to the motherboard, except that my CDROM drive doesn't get any power. Please help!

Well, if your CDRom doesn't get power, I would think the PSU is blown or something to that extent, my guess is that the PSU is gone.

The fact that "all the fans spin up" doesn't make a bit of difference. Given the symptoms you have described, I'll wager that your power supply is toast. Try swapping it out and see what you come up with. You'd be surprised what a faulty/damaged power supply can do.
