blowing up an image without distortion?

I'd really like to blow up the last panel of today's Get Fuzzy

to be about 4-5 times the size it is now. All I have is MS Paint, which creates lots of jaggies and a general lack of sharpness.

Any recommendations on a program that can blow it up, with as little distortion as possible? Or, better yet, anybody willing to do it for me?

the right way to do it would be to run it through a vectorization program (streamline, free for 15 days I think) then clean it up a bit in illustrator, then export a higher res image.

I'll do it in a bit if I get bored.
