Blocking control panel access for limited users on XP

Is it possible to block out certain items such as the control panel, "run" under the start menu, etc from the screens of certain users? I'm using XP. What about on Win2k?
 
If you have a 2000 or 2003 domain you can do this somewhat with Group Policys but that is the only way I know of.

It's also possible to edit the Local Security Policy and make these changes but they will apply to all accounts on the machine. There is a way to get it to not apply to admin accounts but I can't seem to find the KB article now.

Found it. Says it's for 2k but should work with XP also.Linky
