Block OUTGOING access to a single internet IP

I need to block outgoing access to a single IP address on the internet (possibly more in the future). I would like to do this without 3rd party software if it all possible. If not, are there any free firewalls that I can configure to allow everything EXCEPT this one IP? Zone Alarm (the free version, anyway) blocks the entire program. Thats not what I want. I just want to prevent access to a single IP.

Editing the Hosts file should do what you require.

No, it does not. I require blocking access to an IP address not a domain name.

PeerGuardian2 and Protowall will stop all communication at your NIC with all IP ranges specified in a custom list.
