Blind reading

i'm working on a paper that will be considered for publication. the guidelines say the following:

please prepare your paper for a blind reading.

what does that mean exactly?
 
This is just a guess, but it might mean that you need to prepare the paper geared toward an audience that has no knowledge of your subject matter.

For example, say your paper was about dogs. Most people know what a dog is. You have to pretend the person reading it doesn't know what a dog is.

I've usually seen this as "cold reading."

I checked google myself out of curiosity and don't see anything besides aids for the visually impaired.

My guess is either of two unrelated possibilities:
(a) that they mean a cold reading, in the sense of either "unprepared" or "without any background in the subject" (like Azraele said)
(b) blind as in a (single-/double-) blind test, in this case meaning your paper contains nothing that identifies the author.

If I had to bet I'd choose (b) but you'd better check.
