That's debatable. Different standards say different things about the comma being required or not.

General comma use should be for clarity and disambiguation, so as not to overuse commas unnecessarily (another tautology here lol), you can err on the side of skipping the commas. 🙂
 
Most people are idiots and you have to repeat things many times. This fact is blatantly obvious.
That is why the military developed a special teaching regiment to train new soldiers.

1) Tell them what you are going to tell them.
2) Tell them.
3) Tell them what you told them.
4) Write down the information on slips of paper.
5) Use your bayonet to punch slots in their skulls and shove the slips into their heads.

You can argue that putting the comma in makes it mindless to read. You don't have to question whether its implied or not.

For technical writing, you're supposed to put the comma in, even though it may not be necessary, to remove any possibly ambiguities.

And that's why making assumptions based on implications is bad. Therefore you should never used implied commas. I win.
